Can’t for the life of me get iCloud photos to turn on. I just started paying for 2TB of data to SPECIFICALLY get my photos onto my iCloud. But every time I try to turn it on it says “iCloud photos could not be turned on” which is bull s**t. It should turn on when I want it to turn on. What would stop it from being able to turn on???

The 2nd error message is likely your issue.
You can't use iCloud Photo Library AND iTunes to sync your photos.
If you click on the "remove photos and videos" option, I suggest iCloud Photo Library will be available.

You have to firstly check that your iPhone is currently on latest software update.
if it is not then update your iPhone software.
if it not works then install a latest new firmware in your iphone by using only iTunes do not use any 3rd party software.
if it also not work then simply reset your iphone.
Your problem will be solved easily

So how do I see which photos those are so I can delete them? I’ve selected the “delete photos” option every time...... 😩

That’s actually the first error message that takes me to the could not be turned on at this time error message.
I meant second as to its order in your post. This is your issue.
You can't sync photos using both iTunes and iCloud.
Read the message. You must follow the direction to remove your Photos and Videos.
I would expect it's all of the photos and videos that are on your phone. If you click the "remove..." promo, that should remove them for you.
