“Apple Media Service Term and Conditions Changed” keep on popping up

I tried to purchase an app from the AppStore and after the verification (the one you verify with your fingerprint) it told me that “Apple Media Service Term and Condition has been changed” and told me to click either cancel or OK. And I pressed OK to see the terms. Then I pressed “agree” and it went away, but after a few seconds, the purchase was cancelled and “Apple Media Service Term and Condition has been changed” popped up again, the process kept on repeating.

i tried cancelling and trying again, shutting down my phone, signing out my account and logged in afterward, using another payment method, trying another app, scrolling to the bottom and turning to the last page to agree and it still didn’t work.

My phone is a IPhone 6s and the software is up to date (iOS 12.2).
