iCloud Windows 10 - Upload Stuck

I have 1400 or so videos and pics stuck uploading. They are live photos - so the pic + video complement. Note that I only have about 1500 live photos and about 100 have made it to my phone - so the count that is stuck appears to be based on the live photos as combined into an actual live photo vs the separate files.


anyway, my issues are very close to what is described here - https://discussions.apple.com/thread/8566043. I ran the powershell command as suggested but it came back with nothing.


The main difference from what's happening at the link is it doesn't appear to be any particular photo/video stalling the upload - it only does 10 at a time, and then stops, and then doesn't go again until i restart my computer.


Another interesting quirk - when i open icloud, it doesn't automatically say 'uploading 1400 items', but if i click the upload button and the file select window opens - when i simply cancel that, then all of a sudden it recognizes the 1400 photos and says they're uploading (and then it does 10 and then quits). when i restart, the same photos it was stalled at upload without an issue...so every file WILL upload, but for some reason it just happens only 10 at a time and then stops.


applephotostreams.exe appears when i first open icloud drive/services/photos, but disappears shortly thereafter. is that supposed to continue to run throughout the upload? if so, any ideas how to keep it from, apparently, crashing (but i'm not getting any errors when it does - it just silently disappears from the processes list.
