I have an issue with Photos uploading to iCloud, not paused, just stuck?

I seem to have an issue with photos being stuck on the last batch of 98 photos, after 70k, its disappointing to get stuck here.

I can see it isn't paused, I have tried all sorts, but it doesn't budge I was living in Scotland with 6mb Upload, so I thought that responsible, then I was in London for a month with 30mb upload still nothing, now we have moved to Sofia with 80mb upload and nothing, in this time I've managed to upload at least 8gb in Work files to our work servers, so not connection.

I also notice photos taken on my phone appearing, so things are working.

I want my laptop to pull all my photos down as the central source, so I have them, but I don't believe it is until it is all synced.
