I see a lot of threads on this, going back to 2018, but no definitive answer. In iOS Photo editor, Markups, edits are not being saved. For me, this issue has now morphed into the inability to load edit the edit features taskbar. Please advise, Thank you.

Sort of, Michel. My iPad 2 with the latest iOS update hast the tool and allows it to be used, but it's glitchy. The work-around I discovered is to select the "pencil" tool in the toolbar, before attempting to save. For some reason, the editing tool gets hung up when trying to save changes with the marker, highlighter, or one of the color icons selected. At least this has been my limited experience. Hope this helps some folks. Thanks.
I thought the markup feature is ONLY available to iPads that can use the Apple Pencil.
An iPad Air 2 cannot use the Apple Pencil and therefore the markup feature may not be available to your iPad model.
