how do I get a verification code sent to my email instead of devices i cannot access?

Help! I just got a replacement iphone 8 plus because my other one is broken and the only way to set up the phone is to have the device code sent to my I phone that BROKEN. It says I am signed into other devices but I logged out of all of them and cant log back in because NOW i need ANOTHER verification code thats being sent to my phone that BROKEN!
