My iphoneXS will not allow me to turn off call forwarding. From selecting phone in settings I go to call forwarding. From that point it just runs and runs and runs it never brings up anything else. I have reset to factory settings and nothing still same thing. Now what??????

Call forwarding is carrier specific feature. Call your cellular service provider.

Your carrier may be involved if the command being sent by the phone is being ignored at the carrier end.
The phone has no ability to turn forwarding ON or OFF. It simply sends a request to your carrier to do so.
Yes I know however carrier has nothing to do with the phone being stuck in a loop not loading to turn call forwarding off.
