I am trying to add a playlist to my iphone. I have created it on my computers in iTunes, and it has performance tracks for music for a program I am part of. When I plug my phone in to add the playlist to my phone, there is no option to do that because I have icloud Library on my phone. How do I add this playlist?

When you have iCloud Music Library enabled in both iTunes and your phone you don't need to connect the two together to transfer music of playlists. See About iCloud Music Library icons and status - Apple Support to make sure that your new playlists aren't being excluded from iCloud Music Library and that your tracks have uploaded. You should then see the playlists on the phone.
