iTunes and App Store accounts disabled

Both my App Store and iTunes accounts have been disabled. Can’t figure out how to fix it or why this has happened. I have tried entering new payment info and it won’t accept it.

iPhone SE, iOS 12

According to this support article, you can’t fix it on your own. Follow the instructions in here.
