I bought my iPhone 6 in Dubai and its been missing facetime. I have tried all the options...even restoring my iphone but the app disappears after ‘downloading itself’. In appstore it say the app requires specific features not present on this iPhone

That iPhone will only have FaceTime when the installed SIM card is for a Middle Eastern carrier, not including Israeli or UAE ones.
iPhones originating from Israel aren't subject to the regional lockout.
