FaceTime missing

i have just bought an iPhone XS Max and have set it up by transferring my old sim and putting it into my new phone and everything is great until I realised FaceTime was missing and when I go to download it it say that my device is “not applicable” for this app. Any suggestions?

iPhone XS Max, iOS 13

It depends on the country that iPhone was manufactured for:--> If you can't make a FaceTime call on your iPhone, iPad, or iPod touch - Apple Support
