I’m trying to transfer photos from my iPad to flash drive. I have purchased the Lightning to USB Camera Adapter, but the error message says the device needs too much power. Is there a splitter that will allow me to attach both the adapter, and power to the iPad at the same time?

The Apple Lightning to USB Camera Adapter is one way only. And that way is SD Card to iPad, not iPad to SD Card. It is very hit or miss (mostly miss) to try to use a flash drive to store things on from iPad.
A better solution would be to upload the photos from your iPad directly to your home computer, then use the computer to put them on a flash drive.
