Apple Event: May 7th at 7 am PT
Privacy setting for 'Allow Apps downloaded from' keeps defaulting to Anywhere. I change it to App Store and identified developers, lock the window, reopen Privacy and the Gatekeeper setting has reverted to 'Anywhere'.

"Anywhere" should not be listed at all. Try running this command in the Terminal.
sudo spctl --master-enable
then reopen System Preferences.
