I just updated my OS to 10.12.6 and still have Safari v 10.1.2. My Quickbooks online account says that it does not support older than Safari v 11. Why did I not get a newer version of Safari with my OS update and how can I get newer Safari version??

Updating Safari
To keep Safari up to date for the version of macOS you're using, install the latest macOS updates.
The most recent version of macOS includes the most recent version of Safari. For some earlier versions of macOS, Safari might also be available separately from the Updates tab of the App Store.
Update or reinstall Safari for your computer - Apple Support
Check the App Store Updates tab for updates. Safari version 12 should be available as an update.
