I have a friend who is wondering if an imessage can be sent to an android and appear blue. I tried explaining that Iphones are able to send both text messages in green and I messages in blue when it becomes available. Is this correct?

iMessages always appear in blue. iMessages can only be exchanged (sent, received) to/from other Apple devices.
Text messages appear in green and can be sent/received to/from other cellular telephones (including Android phones).

No. The message will automatically go SMS as green if it is not to an iPhone. Android phones have no way to receive iMessages.
