Apple Cash

If it's obvious that only one transfer of funds was done from my bank's debit card to Apple Cash in the past 30 days, and Apple freezes the account and funds due to an unknown reason, and I'm not accused of fraud, shouldn't Apple Cash be required to transfer the remaining funds which have been frozen to my debit card if Apple Cash isn't going to allow me to use the funds through Apple Pay?
