I am noob in I-thingy things so bear with me.
I have Ipad mini 2. I am sure it is 2, not mini only. It is A1489 model.
Now, it should accept upto ios 11 if I am not wrong.
OTA update wont work, suggests to connect to itunes.
In itunes (lates version) it says my ipad is at lates version already (9.2.1). Which is bollox.
How can I upgrade to at least ios 9.3.5?
Stupid i-thing apple policy.
Model A1489 is indeed iPad Mini 2 and it should be able to upgrade to iOS 12.2. You can't upgrade to iOS 11 as that release is long out of date now. You can only update to the most current version.
If you can do the update via your computer in iTunes, go to your closest Apple Store and they can help update the iPad.
Update iTunes to its latest version, then try updating your mini again.

Sounds like iTunes on your computer may be out of date as well.
What type of computer do you have? Do you know what operating system the computer has?
