I'm trying to select a different Patch for my track, but the ones I want are greyed out and have this down arrow next to them. I can click the arrow, seems like a download button, but it doesn't seem to do anything. What can I do?

Yes, it is a download button. It Eans, the sounds are not installed and need downloading.

Yes, I am on WiFi and have 145GB free storage. Using MacOS Mojave 10.14.4 and GarageBand 10.3.2.
Then the download should work.
Have you tried to use the menu "GarageBand > Sound Library > Download all available sounds", when GarageBand is open?
