You don’t have to subscribe to Apple Music in order to share purchased music.

Launch the iTunes app on your device. Tap on More, then tap on Purchased. Under Family Purchases, tap on the family member’s music that you want to access. Then Tap on Music. You will see that members purchases in the next screen. Tap on the artist that you want to access and you can download the music in the next screen.

I don’t think that you can share playlists in Family Sharing. You have to create your own.
