Downloading files without permission

I have been on multiple websites that if you accidentally click on an ad, random files begin downloading to my computer. Is there some way to make the website ask for permission to download files to my Mac?

Downloads won't open unless renamed This is an odd one. When I download a file in Safari, I'm told: The file "X" couldn't be opened because you don't have permission to view it. To view or change permissions, select the item in the Finder and choose File > Get info As far as I know, I haven't changed settings and I'm the only user. Oddly, if I go into the Downloads folder, find the file and change the filename, I can open it. Any ideas?

Insufficient Permission to download from internet to external drive For many years I have legally downloaded live concerts from Archive.org directly to an external drive. Since updating to Monterey, downloads from this site to this drive are met with a "failed - insufficient permission" error, though they will download to my Downloads folder and I can then copy them over and delete them from my laptop. What setting do I need to adjust to restore my old functionality? Thanks.

Safari menu > Preferences > General > File download location >

Select "Ask for each download".
