How to create a wireless profile for all users in Mojave

Currently have a setup that uses AD for authentication when signing into wifi. Trying to setup a system profile that will work for all users that I can push out to a mac when it is imaged so the Mac will join the wifi on startup so any authenticated AD users can sign into it.

I've been using Profile Manager to create wireless profiles and then load them on the Mac manually, but none have seemed to work so far. I think it maybe just installing the profile for the local admin account that I'm signed in as and not the entire system. I've literally went through about every option that relates to how I would authenticate to AD and nothing seems to stick.

Any help would be much appreciated.
