how to stop scrolling so far in browser, can't find settings

When I scroll in a browser (Chrome or Safari for example) it scrolls way too far, like 1/4 or even 1/2 of the window size. That is way too much. I want to be able to scroll maybe 1/20 of the window, but I can't find any settings for this. One click of my scroll wheel should not move so far. Is this just some sort of punishment from Apple for using a Logitech mouse?

Note: I don't care about scroll speed, I am talking about scrolling distance.

This may be a third party mouse issue.

From the Mac keyboard you can command arrow up and down to top and bottom of the page.

Hitting the space bar will move you one page of visible content down the page,

shift space bar will take you the other direction.

What is sad is that you are speaking of what you don’t know. Oh, and not only there is no scroll wheel, there are no physically distinct buttons either.

Mac users can scrool easily without a scroll wheel.

The Apple mouse or trackpad can do everything a mouse with two buttons can - and so much more.

To scroll just slide your finger on the mouse surface - and that can be not just vertically but horizontally or even diagonally.

Same thing (but even better) with a trackpad (using two fingers).

For all the other available gestures I will let you do your own research.

Apple input devices (especially the trackpads) are so superior to a traditional mouse that there is no contest.
