Silverlight was deprecated years ago by Microsoft. It is no longer supported and the only browser it is compatible with at all now is Microsoft Internet Explorer on Windows.
Remove the plug in. It's dead.
In fact ALL plugins have been blocked by macOS 10.14 Mojave with the single exception of Adobe Flash. Traditional internet plugins no longer function in Safari at all. Only browser extensions are allowed.
Try to Google Silverlight on Mac on this issue?
As Tim stated, uninstall Silverlight. There are few if any sites that utilize it anymore.
The issue with Silverlight pre-dates Mojave. Microsoft killed development of Silverlight years ago.
