unable to create contact group in icloud.com

How can I create new or edit existing contact group in iCloud.com? When I log into iCloud.com from iPad or IPhone (using the desktop site), the option to create a new group in Contacts is disabled. The only working open is New Contact. Also I am unable to see/access existing groups (iCloud sends me directly into All Contacts list and doesn’t allow me to access anything else.
