Background app refresh

My Iphone 10 is grayed out on the Background App Refresh screen. It is frozen in the "ON" position and every single one of my apps is on "refresh".

I tried forced shut down and it didnt work. I then went to Settings, General and looked for Restrictions to no avail. I could not find Restrictions anywhere.

Help!!
