Can’t update settings/ restrictions

Question:

Can't turn on Background App Refresh

I have Background App Refresh turned off and want to turn it back on. When I go to Settings>General>Background App Refresh, it is grayed out and there is no bar for me to slide to turn it on. iPhone X, iOS 13.4.1

Restrictions now are in:

Settings>ScreenTime>Content&Privacy restrictions... check there and allow options that aren't allowed.
