Numbers & Pages not uploading into iCloud

None of my Numbers or Pages files will upload to iCloud. Message says Waiting to Upload at bottom of all files.

iMac 27", macOS 10.14

Pages issue with Icloud. My IPad is taking several minutes for my pages to load documents from icloud, sometimes it doesn't load.. It continually interrupts me while typing. it removes the keyboard and ask where to save a copy, locally or icloud. this happens like every 2 minutes and it's very annoying.

The upload elapsed time is variable based on network conditions between you and the iCloud servers. If you are attempting to save quite large Pages or Numbers file to iCloud, the first sentence is amplified. If you reboot your Mac, does the problem persist with Pages and Numbers?
