m4r ringtones from desktop (Windows)

I am having a problem with my ringtones going to my phone, I have the files as m4r on my desktop. Once I drag them in, they are under the file sharing app that I made them with. They will not add to the "tones" on my device. I can't get them to transfer either off that file sharing or just by dragging the file from desktop to my tones...any help would be appreciated. I have a windows laptop and the latest version of iTunes. I was able to do this not too long ago (same version). I do also have the mp3 version on my desktop...
