iPad mini 4, os 12.2. Both iMessage and FaceTime cannot be activated.

I have an iPad mini 4, os 12.2. Both iMessage and FaceTime cannot be activated. When I go to Settings>Messaging, it is not the normal screen: it just has my Apple ID, a grayed out Sign In and "create a new Apple ID". There is no "switch" to turn them on or off. (see pics) If I open iMessage (or Facetime), it asks me to enter my Apple ID. When I do it circles for several minutes, and I get "Unable to contact FaceTime Server. Try Again" (see pic)

I've tried reset Network, rebooting, turning airplane mode on then off, disconnecting and "forgetting" the wifi, reboot, then connecting up again. Can't seem to figure this out. Help would be appreciated.
