One menu bar is fixed to the top, and the application hugs the left side—this is baked in.

Split screen allows for side by side

Use two Mac apps side by side in Split View - Apple Support

In this split screen/full screen mode the active window has the corresponding menu bar for that app.

Click anywhere in the window makes it the active window.

Most menu commands have keyboard shortcuts, and if you learn them, everything will be much faster - and easier on the mousing.
