2 Factor Authentication

I recently forgot my Apple ID and I have already tried to reset it, the only problem is that I have two factor authentication on. I have the phone the number is associated with but I am not receiving the notification that gets sent to you in order to reset your phone. Does my phone have to be logged into the Apple ID in order to receive the notification? I am up to date on my updates. Thank you for your time.
