Turning off iCloud Music Library

I keep being prompted to sign into iCloud Music Library and it always fails. I have followed Apples troubleshooting and the feature to turn it on/off in iTunes preferences is missing despite having the latest version of everything (OS & iTunes). I've tried every which way to resolve this and nothing has fixed it. It's preventing my computer from shutting down at night because the pop up keeps disabling it. Really need a fix as I am at a loss.
