My iPhone 8 has 64 GB of storage, I have use 28.6 of it. However, when I go to download apps and take photos it tells me I have no storage left when I clearly do. I have tried deleting apps and photos but nothing is helping.

a restart does not solve your problem proceed
1. restart, ie power off/on,
2. reset http://support.apple.com/kb/HT1430
3. restore from backup, restore as new device. http://support.apple.com/kb/HT1414
