Latvian letters

Hi,

Can you please help me. MacBook Pro, I set up language Latvian but it doesn't type Latvian specific letters. If I hold "option" button and press letters - they don't come up with Latvian letter signs... also" ' " doesn't make changes. What should I do?

At the top right of the screen, do you see that the Latvian keyboard is the active one, as shown below? It needs to be selected in that menu.
