How do you move iPhone apps when using iOS 12.3?

The latest "upgrade" seems to have taken the ease of moving apps on your iPhone and made it more difficult. I am using an iPhone 8 Plus and pressing down on an app no longer puts all the app icons in motions and allows you to easily move apps forward, backward, up, or down. Does anyone have a solution to this new problem?

I just answered my own question through experimentation. iOS 12.3 is more sensitive that previous versions. If you want to move an app, you need to touch that app LIGHTLY until all of the apps start to move, then proceed as you have in the past.
