Cannot Log out of iCloud on Macbook Pro

My macbook was not updating with the other desktops on my iCloud account. I cannot sign out of iCloud from system preferences. None of my iCloud options are available in system preferences. I get an error message that there is a problem connecting to iCloud. I have removed the macbook and added it back. I have shut down all devices for 6 hours to see if it resets. Out of options here.
