My Safari is always losing setting of the visited sites

my ios is 12.2 with iphone 8. Everytime I visit a website again I am required to make its new configuration. For example, everytime I visit Google website, I need to select the English language as searching language. Also, the Safari addresses are not saved. I am required to enter the full address again and again. This happen although the cookies are enabled and all options are defaults. So where is the problem?
