When I go to Cellular in my phone settings, the Cellular Data settings where you can toggle on and off the cellular access for each app will not load. It shows a loading bar. Because of this I cannot turn on or off cellular for any app in particular. I have an iPhone 8plus.

Next, Make sure your iPhone is up to date, as the updates contain stability fixes that can resolve issues like yours, as well as important security updates to keep your iPhone safe.
