I have removed Google Chrome from my login items countless times, but it keeps adding itself back to open at startup. I use Chrome, but I have a pre-set list of windows I want it to open at startup and to get those to open, I have to close Chrome and then reopen it. I don't want it to auto start. Ever. How do I prevent this permanently?

Right/Control Click on Chrome's icon in the Dock, check the Options and make sure "Open at Login" is unchecked.
I use Backblaze for offsite backups and the Google Drive for shared business docs. So I need both. But, I disabled pretty much everything on login, restarted, and Chrome didn’t come back. Then, added Google Drive back. And it didn’t come back. I’ll sit on this for several days with fingers crossed.

You're welcome. I saw you have both Backblzae and Google Drive installed. I don't have either installed and it doesn't make too much sense to have two cloud services running plus iCloud if you are also connected to that. You might want to disable Backblaze and/or Google Drive just to test.
Hopefully the problem won't return. If it does, you can use Google Drive without the app using the browser. Not as convenient of course. Another option would be to use a Chrome alternative such as Brave or Vivaldi. Both are based on chromium as is Chrome, are compatible with Chrome extensions, use less resources and don't feed Google all sorts of data.
Tried that multiple times too. It just keeps coming back. Sometimes I can get it to restart once or twice without it, but then it will come back.

No response from them in over a week. What I want to know is why the Apple software is allowing startup items to be placed automatically even when the option is locked.

Thanks for that. It has been removed. I also confirmed it is removed from the logins, along with Chrome. Restarted, and there’s Chrome opening again.

FWIW, I have Chrome installed on 5 different Macs and Chrome has never started on its own on any of them.

Well, You need to uninstall CleanMyMac. It's possibly the worst thing you can install on a Mac and is known to cause numerous issues, up to and including having to reinstall the OS.
