how to locate a iphone using imei number

I have another iPhone 8plus that I lost and the find my iPhone app was turned off and there is no service to the phone can I locate the phone with the IMEI number, if it has been found and someone is using it with their phone number

Contact your local law enforcing authority. An individual cannot locate a device using IMEI number.
