Using iphone Xs 12.2, my health app only counts some of my flights -- e.g., right now it shows the steps updated at 2:18 pm but the flights updated at 8:57 am -- I did much hill walking after 857 am but it is not recorded (this has happened before, it never added in the later data). This did work before on the phone (I noticed it not working the first time about 2 weeks ago). thanks

If you are not carrying your iPhone with you when doing workout or walking then it will not update
Some wearables, such as the Apple Watch, will sync up their step counts with the Health app as well, so you don't always have to have your iPhone on you. Apple Watch will sync automatically, while third-party trackers will have to have their apps connected to Apple Health.
Use the Health app on your iPhone or iPod touch - Apple Support

Thanks, but that was not the problem -- I was carrying my iphone.
Again, the steps updated fine, it was only the flights that did not update--last update was 8:57 am even in the middle of the afternoon.
