Terms and conditions agreement on IPAD 6th Gen 2018 I set up my username and password for my Ipad. When I try to sign in it accepts the Username and Password but then asks for me to "AGREE" to the terms and conditions. I hit agree twice and it says "signing into Icloud" but then goes back to the terms and conditions again. It wont sign in to icloud.

Do you have access to another WiFi network where you can try? That has worked for several people.

Try a restart.

Restart your iPhone, iPad, or iPod touch

Try a forced restart.
