Face ID Doen't work on new iPad Pro

I purchased a new ipad 4 days ago and after initial set up of face ID it wouldn't unlock my ipad. So I reset Face ID.

Now I'm getting "face id unavailable" try again later or "move ipad lower" then the same error.

Nothing is blocking the camera as I can see my face completely on the screen.

I've updated iOS to 12.3 along with resetting the ipad.

No dice.

Anyone see this before? Otherwise I'll have to return it.
