I have the iPhone 5s. In Settings-Software Update, the message reads iOS 10.3.3 Your software is up to date. How can I proceed to get iOS 12 for this phone? Attaching to my Mac Pro, running 10.10.5 and iTunes 12.8.1.3 does not get me any further.

That is an iPhone 5. It cannot be updated past 10.3.3. If you need a newer iOS version, you will need a new phone.
Please post the model number so we can confirm it is a 5s as it should update to the current iOS version. It sounds like it is not a 5s.
