I have tried everything from turning the iCloud Music Library on and off and restarting iTunes to signing out and back in again but the problem still persists and the songs don't get added either. It just shows me that the action got cancelled and an exclamation mark on the drop-down downloads list. How is one to solve this issue? PFA a screenshot of the same.

Apparently that was the T&C page which somehow wasn't showing up properly. I accessed Apple Music on my iPhone and it prompted me to accept the T&C which I did, after which the problem on my Mac seemed to resolve itself.

I have this issue too. Perhaps linked to the update to Mojave 10.14.5 ?

I'm running iTunes version 12.9.4.94
on Mojave 10.14.4
I have now updated my MacBook still the problem seems to persist.
Adding an album on my iPhone prompted the T&Cs to appear on the phone correctly and subsequently resolved the issue on MacOS. Thanks for the above post, Ish - it worked for me too.
