Old iPhone as wifi device

I am needing to access a work app and have to use an iPhone. I have a VERY old iPhone in good shape, and was able to reset it, but it appears to only be able to make 911 calls. I have tried with and without the SIM and am wondering if there is any way to get this back to the regular screen without actual phone service so I can just use this one app I need. Thanks so much for any help y'all can provide!

You will need to connect it to a computer running iTunes and restore it as a new device. Then, with a SIM card in it you will have to complete the setup and activation menus. Once activated, you can remove the SIM. Then the device can effectively be used as an iPod touch.
