Rotate video using QuickTime Player is not working

Supposedly I can use QuickTime Player to rotate a video (mp4), but when I attempt to do so, it just changes the aspect ratio which stretches the image but does not rotate it.

Am I doing anything wrong or is this a defect? Is there any other software that should to this?

Yes, I just meant I picked rotate right (a 90° turn). Still, I can now see where it would be confusing to state an option that doesn't exist the way I wrote it.

Same version of the supplied QuickTime Player in High Sierra here.

It does initially appear to stretch the image. When I choose rotate right or left, the bounding box immediately turns 90°, but a partial of the image, on center, simply stretches to fill the new orientation (left image below). A second or so later, the video image itself rotates to match the box.
