I have noticed recently that the sound on my iPhone 8 Plus is very low, so low that I have to hold the phone to my ear just to hear music or videos I’m watching. I’ve checked and made sure that the volume is up as high as it can go, that do not disturb is turned off and noise cancelling is off.

So videos and music on full volume is very low. When your iPhone rings or plays a message tone, is it loud or soft?
If you go to Settings > Music > Volume Limit > Is it turned on or off?
It would be interesting to try Reset All Settings to see if it helps or continues.
Reset all settings won't erase any content on the iPhone, it will put most of the settings within the Settings app back to default.
Settings > General > Reset > Reset All Settings

i just followed your suggestion and reset all settings and it’s still the same way, my ringer is low too and hearing people on the phone is very muted too.
i compared my iPhone 8 Plus to my partners iPhone 8 and his is a lot louder than mine
