I have a friend and her phones camera isn't able to be used because it's locked by needing an itunes card is this normal? or is it some sort of virus? I also included a photo of it saying it's locked
If the phone isn't jailbroken, it can not be a virus. There are no viruses in the wild that can affect an iPhone that is not jailbroken.
That said, it is definitely not normal.
Your 'friend' should probably consider erasing their device and setting it up as new.
