Safari won't store home page

I'm running Safari 12.11 on High Sierra 10.13.6 on a Mac Pro early 2009. Safari preferences won't store a reference to a home page. I've deleted the plist - tried to replace it with one that works from another machine. Nada. Any ideas?

After deleting the preferences.plist, did you restart the computer?
